Though Celestite (Celestine) is found in Mexico, Poland, the UK, and Ohio, Madagascar is the primary source of Celestite, forming in sedimentary rock cavities (like limestone and dolomite). It is prized by collectors for its heavenly blue color. It is a softer gemstone - only 3-3.5 on the Mohs hardness scale - so while it is sometimes made into jewelry, its brittleness makes it a less wearable stone. Clean with a soft cloth, and keep away from water and sunlight to prevent damage and fading.
